If that is the only book you need, probably not a horrible price. Here you can usually find a 23 NEC for $160-$200 us. The problem is there are other books. A lot depends on your job. Everything "special' has it's own book. This is the fire prevention organization and they create a lot of standards. couple hundred here and more over there. Pretty soon you have bought a lot of books
