I have a feeling that if I walked into a recycling center with gold jewelry or gold bullion I'd get different reactions; and 1 of them would likely involve the police.
How about having the recyclers and scrapyards only accepting wire from licensed contractors?
Stealing wouldn't be any fun if you couldn't fence the goods.
