Does the #8 solid ground that is used to bond the metallic frames of electric motors and associated parts of an indoor jacuzzi have to go back to the panel?

Or can it be bonded to the water supply to the jacuzzi?

I think it is the first option but i am not sure.

It does not have to go back to the panel. You are just bonding all of the metallic parts together. You must connect the water lines to this. It is not optional.

A guy other day was complaining to me that his inspector required him to run it back to panel.

680.26 Bonding.
(A) Performance. The bonding required by this section shall be installed to eliminate voltage gradients in the pool area as prescribed.
FPN:This section does not require that the 8 AWG or larger solid copper bonding conductor be extended or attached to any remote panelboard, service equipment, or any electrode.
