can I have line and load in the same raceway?
and what is derating?

I;d say yes and derateing by 310.15(B)2

Line and load is OK in the same raceway, but service and feeder, or service and branch circuit conductors cannot be in the same raceway.
De-rating is contained in the bottom section of Table 310.16 for ambient temperature, and in Table 310.15(B)(2)(a) for more than 3 current carrying conductors in a raceway or cable, or bundling of cables
