In reference to 334.15(C) what is meant by "angles"? If I install a 4/O SER on the face or the studs in a straight line across the studs is this code compliant?

I believe that normally 90^ & 270^ = Perpendicular, 0^ & 180^ = Parallel so these are not included in "angles".
Any derivation from the above would be the angles that are being addressed.

anything not parallel to the framing members is an 'angle.' See the NECH - there is a color graphic showing the intent of this section.
