Is it legal to come off the bottom of an existing meter socket to a sub-panel other than the main breaker panel as long as wire is sized correctly and over-current protection is sized properly.

The lugs in the Meter would have to be listed for mutiple conductors, the panel would have to be located in close proximity to the existing panel and have a main or no more than 6 breakers combined in the panels (with an exception for TVSS) see 230.70 thru 230.73.
It would not be treated as a "Sub-Panel" but as a Main panel

Yes, you can if it is rated for a double tap.But it wouldn't be a sub panel, you would have another main breaker panel.
