Once and for all, let me get it straight; a 200A resi service w/ plastic water lines. Using 2 gnd rods @ 6', the bare ground should be #6, correct? Sorry for beating this horse again.

Right. No matter the service size, a conductor running solely to the ground rod(s) never needs to be larger than #6, unless for physical-damage reasons.
