Me too. You would have to buy the proper megohmmeter for testing the rods in order to show the inspector that one rod is sufficient...it's much cheaper to just put the second rod in and not even have to be there for the inspection nor buy the test instrument.

250.50 (2005) does require concrete encased electrodes to be part of the grounding electrode system when there is re-bar in the concrete. But there are exceptions and if the footing and or foundation does not containe such steel it is not necessary to pick it up (unless local codes require it!!)

We use crimp splices when we have to add a second ground rod.
