Hey guys..........what do you use as the height for sconces in a library or a hallway area?

We use about 6'6" to center or maybe 7' to center of the j-box.
Depends on if you want to see the front of the fixture or the bottom of the fixture. Can you see what the fixture looks like before you rough in? What looks better, the front or the bottom?
If the front looks better use the 6'6" to center measurement. If the bottom looks better use the 7' to center measurement.
Some of those wall sconts lights have an open bottom and you can see the light bulb if it is mounted too high. Not good.

If your sconce projects more than 4" be aware that the IBC, the ANSI A117.1 and the ADAAG will not permit it to be located in the area 27"-80" A.F.F.

Just finished installing some sconces in an elevator lobby. They were spec'ed at 5'6" which seemed too low on the rough-in, but was ideal when we started installing the fixture. It only projected light upwards in a 60-degree V. Ceiling height was about 9'.

It varies considerably here, depending upon the type of house (modern bungalow vs. ancient cottage) and tastes of the owner.
I tend to ask about required heights for everything, including receptacles and switches, as people seem to have widely differing views.
