Looks like you'd need a dentist's probe to pick apart some of those wires.

Let's see....I have the green wire and the black wire...the blue and orange go to my neighbour across the street....no wait. I have green and blue. He has orange and black..or is it green and orange?

Looks like many of those wires have been cut from illegal taps and just left hanging on the pole, hence the shag carpet look.
