Someone decided that the bathroom neede a receptacle. With great care, they were able to run romex (twice) between the wood wall frame and the wallboard, and then run the wire around the medicine chest.
The irony is that this guy was a plumber- usually they have no trouble making holes!

I'm getting a headache just looking at that blue color. I've never seen house paint applied with a palette knife before.
Needless to say:

Something bugged me about that picture and I kept thinking about it all through dinner tonight. Then it came to me! - it reminds me so much of Van Gogh's painting 'The Starry Night'. So, it's not a crap paint and wiring job after all, it's a masterpiece! Alan

Off the topic, but I have seen a pattern develop: painting rooms dark colors like this, and drug abuse. Certainly was the case here.
