It's pretty common to see the equivalent of Romex surface run on small commercial buildings here in England, but of course that's a whole different ballgame. [Linked Image]

In the first photo, is that Romex from the light fitting just connected to a cord cap and plugged into a receptacle?

yes it is, and that was the part that struck me as odd. That, along with the fact that the romex was exposed and poorly secured
