It almost looks like the concrete was done in more than one pour.

The backsides of both LB's seem to be in the same plane, and the concrete seems to change from gray to orange-ish at that point.

Look perpendicularly to the left of the larger LB, even with it's backside, and also parallel with, and about 2" to the right of, the smaller conduit.

Plus, that seems to explain why the LB's were not installed against the brick.
