The stuporintendent did his own job of removing the wiring for some outside lighting.

This is the kind of thing that I think should be subject to removal. It's fed not from the panel shown, but from a group of contactors in another section of the building. The stupor says that the breakers are all turned off (but I don't even believe that). He's sure because the conductors were dead (as they should be at 10AM).
The building's owner will probably never come in this room.
Can the AHJ enforce anything if the breakers are indeed turned off?
Actually, only a couple of them would become energized
