Here in MA it is the person employing the apprentice who is legally responsible for tracking the hours.

There is a standard form the employer must fill out.

Sending your own log or W2s to the board with your test application will result in the application being sent back or disregarded.

The answer for Steve is easy....call the board of licensing they will force the EC to produce the records, if the EC refuses the board can and has taken actions such as license suspension or even revocation.

If the EC denies he ever employed the apprentice than just a few pay stubs will prove that to be false.
