Welcome to the forum. You might want to have the neighbor call a licensed electrician to give the house a once over. Not an insult, but you don't sound like you're in the trade. Many of us are a bit leary about answering questions like these due to the tremendous liability issues involved. Have someone qualified come look it over, it will be money well spent.
