As others here have said - make sure you're using the testing AHJ's version of the Code - North Chicago, for example, uses the '96 NEC, not the '02.

In addition, not all counties / municipalities offer testing, but usually all will reciprocate with those that do. There are some AHJ's that require you register - it's usally just a copy of your license and insurance certificate, plus a token ($1 - $25.00) fee.
