Thank you for your reply. The fire pump would be for life-safety.
My main concern or question is can I feed the fire pump controller from a branch breaker in a unit substation or do I have to tap the bus ahead of the main breaker to a disconnect switch?
You are correct that I should consult with the AHJ sooner than later
