IMHO .,,

They did bloody poor job on the whole thing .,,

• the whole meter stack is too low
• the service entrance conduit is out of whack
• wrong gutter size.

I did count the number of rows of prefourm blocks and they are typically 8 by 16 inches and with waterproof tarring the whole thing need to be rasied couple feet up.
