Five days old? Not even that! The amendment is dated December -- Before the rules even had a chance to come into effect.
Comparing the new table of exempt works with the "old", here's what seems to have been changed.
Under "Work consisting of:" Replacing accessories such as socket-outlets, control switches and ceiling roses
Changed to: Replacing any electrical fitting including socket-outlets, control switches and ceiling roses
That's a subtle change in wording. Any guess what the intent is here?

A whole new section has been added:
Work not in a special location on:
Telephone or extra-low voltage wiring and equipment for the purposes of communications,
information technology, signalling, control and similar purposes
At least that makes sense. Reading through the original version, I just realized that technically it would have required notification to building control for installing a battery powered doorbell!

The only change in table 2 seems to be the spltting of it into two distinct sections for "special locations" and "special installations."
