"Sdelano ao disk." Is that the manufacturer's name, or a reference to the disk in the meter? It looks as though it might be a name as it says "Moscow" underneath.
It's interesting that the other markings (voltage, current, revs. per kW-h etc.) are all in the English alphabet rather than Cyrillic.
