Tesla: The structure was 'vacated' by a tenant, not abandonded.
The 13.2KV was energized, the structure although 'vacant' had to maintain fire alarm, fire pump, etc.
As I said, services installed now are pad mount, UG primary & secondary. The primary is from OH in the majority of jobs.
Weather has not been an issue with the old mat jobs; usual problems are either vegatation, or wildlife.

Out here the ones that remain are usually covered with a tin roof and sides with a gated chain link front.
Local High School at the end of my street finally had their 35 year old installation removed about 3 years ago and replaced with a u/g pad mount.
I don't know how many times over the years I saw kids climbing on top of the roof of the transformer shed trying to get on the school roof to retrieve their footballs balls or Freebees. Talking to the utility about that always got the "we check it every year and will replace it only if we find it unsafe".
I think the transformers finally came to end of life and that prompted the new installation.

I can't speak for the Pocos -- but mine makes every effort to back-bill the (specific use) transformer expense to the customer.
This takes the form of 'hook up fees' -- as in tens of thousands of dollars.
At some point the school, itself, would want a serious upgrade in its wiring. Typically this is driven by local politics.
With funding (a bond issue) all things become possible.
Not uncommonly such matters boil along for a decade before the trigger is pulled.

Charges for 'upgrade' work vary by the scope of the project, and the projection of usage. Commitments to use the POCO as the 'generation supplier' influence the charges for some projects also.
The structure in the pic of this thread will get a pad mount and new gear inside upon a new tenant.
I was informed that a lot of interior 'scavenging' took place!

Almost a year later.....
Tesla: Vacated structures get a 'look-see' drive by from me as I pass by. Most other inspectors do the same.
The primary feed was 'On', as the owner did not notify for a disconnect/termination of service.
Keep in mind that this was a 'dated' old service, and it is how it was installed at the time. The bus stabs that are penetrating the wall are from the internal gear.
These type of services are going away, as structures are updated, and brought into the 21st century.
Current are pad mounts, bottom (UG) primary and secondary, the primary source is 99% from overhead (pole) distribution. Underground POCO distribution is rare here.
Someday, in the distant future.....underground POCO distribution may arrive.
I'll take some pics of some other services that may appear 'odd' time permitting.
