Installing a 4 gang meterbase to feed 4 dwellings not yet constructed. Service to be supplied by the developer. (100A mains in meterbase). How are the conductors feeding this meterbase to be sized? Total connected load?
Code reference?

You really need a 220 load calc per 230.23(A).
Example D4(a) will give you an idea what it will look like.
