I know NM shouldn't be run outdoors, but here in AZ they are run to the panel mounted outside. Also years ago in MI we used to run NM in garages attached or unattached without drywall being put on them. Is it legal now to run NM in a garage that is not going to be drywalled?

Check out article 334, this deals with NM cable.

There are a lot of varibles with your question so the best thing to do would be to read 334.

The biggest single issue with RX in garages and utility areas is that tar baby "exposed to physical damage".
There are plenty of dirty boots in this forum from kicking that around.
