I had an inspection recently for a new 2 family house. The inspector would not approve my job because they saw the control wire between the air handler and the compressor is not seal tight at the outside of house. Isn't this a job for the HVAC technician? Can the inspector hold me back from getting approval because of the low wattage wire that is not even the electrician scope of work?

In Michigan this is part of Article 725 and unless that wire you are referencing is part of a factory assembly it would fall under the scope of the NEC and wiring to be done by an electrician.

I agree George. Although the HVAC installer usually runs the control cable and whips to the equipment the EC is ultimately responsible. I am not sure what the code problem is with the control wire not being in a raceway, if it is suitable for sunlight and wet location, but that is a AHJ call.
They use regular thermostat wire around here, supported by the freon line.
