Is inside seal tite flex considered to be a wet location? Liguidtight? Thanks could you provide the ref #

If a conduit is installed in a wet location, the inside of the conduit is also considered a wet location.
This is according to the explanatory material in the NEC Handbook, under the definition of Location, Wet.

You'd have to seal that conduit appropriately(sp?) wouldn't you?.
With it being a Damp location?.
