I donot have a 1990 code book can somebody check to see if GFCI was a requiremnt for replacing two prong outlet.(without EGC)

Yes, as per 210-7 (d) exception in the 1990 NEC book on page 70-35.

1990 NEC 210-7(d)Ex. allows a GFCI Receptacle to replace a 2 prong receptacle where a grounding means does not exist.

Don't have a 90 NEC, but I believe it does not "require" a GFCI but "allows" it.

I did say "allows", but if a 3 prong receptacle is to be installed where there is no grounding means, GFCI protection is required.

You said "allow", Edward said "requirement", but you are right on the GFCI if you go to 3 prong and don't provide a ground.
