As I understand 2002 nec in 210.11.(3) it is saying as long as I don't leave the bathroom, I can put for example, lighting, exhaust fan on this circuit?

Yup.

As long as the non-receptacle loads in the bath fall within the permissible loads of 210.23(A) and the 20A circuit is used for no other bath(s).
