I agree that this rule does not make much sense. If they permit two disconnects and permit parallel cables what's the difference? Can you mount a 12 x 12 gutter above or below you 200 amp disconnects? If so run a set of 600's into the gutter and then tap off with 3/0's to each disconnect. Another way would be to have a single panel built with two 200 amp disconnects.

Jacuzzi Guy - You connected 3 wires in each split bolt? Where did you find split bolts rated for 3 wires?

This is a zero lot line building with an alley in back. There is an existing terminal can mounted on rhe alley side of the building at about 15 feet above grade. There is a 4 inch conduit from the utility's vault into the bottom of the can. The concrete floor of the building if 4 feet above the alley. City Light says we can't use the terminal can. They want us to dig down 7 feet (so we're 3 feet below alley grade) and install 2-4 inch conduits with 48 inch radius bends from the CT can to the alley. No LB's are allowed or we could do it differently. And they want us to pay about $7K for their work to extend the conduits into their vault.
