Are splices ever permitted in a panel? Anticipating installing new panel where some home runs can be spliced by inserting 4" sq. boxes and then running new romex to the new panel.
Some romex is so short that with the crowd of romex and thinwall it's almost impossible to fit in a box.

Yes, you can splice in a cabinet. See 312.8 for the requirements.
