At our industrial plant we are getting a quote for installing a backup generator for our computer room. The contractor stated that he will install two new panels and there will be something (I forget what it is) placed in front of the panels. He stated that the devices are on wheels and can therefore be placed in front of the panels because they can be moved out of the way. Is this right? 110-26 states that the clear areas will not be used for storage. I personally think he is all wet, but I would like some other opinions before I call him on it.

I believe that the designated area should be kept clear at all times. Probably not going to happen, but don't intentionally start off wrong.
