Weak PSC Motor Capacitors

Do PSC motor run capacitors get weak over time or is their performance either 100% or 0%?

I'm curious if a PSC motor can lose horse power due to a deterioriating run capacitor.

Yes they can be weak , they can cause a motor to slow down or overheat and even turn backwards
