Title 24 is one of 26 titles of the California Code of Regulations. It's the one that's assigned to the Building Standards Commission, and contains not only the Energy Code, but the rest of California's Building Codes. There are 11 parts. Part 6 is the Energy Code. (and the one I think you're after)

"Title 24, Part 6" is the Part of the California Code of Regulations "CCR", which deals with Energy Conservation for Residential and Non-Residential Buildings.
Part 6 is divided into Four (4) separate sections:

[*] Envelope (Building Materials, Windows, Insulation, etc.),

[*] Mechanical (HVAC),

[*] Interior Lighting,

[*] Exterior Lighting

The term "Title 24" as far as referring to Energy Conservation Compliance, is, and has been, a very commonly mistaken term.
The CCR Title 24 (in California) has 11 Parts, which are:

*** Title 24, Part 1: California Building Standards Administrative Code
(Contains administrative regulations of the California Building Standards Commission, and regulations of all state agencies that implement or enforce building standards),

*** Title 24, Part 2: California Building Code
(Reflects major changes in building design and construction requirements relating to fire and life safety and structural safety. Volumes 1 and 2 contain complete regulations and general construction building standards of state adopting agencies.

* Volume 1 contains administrative, fire and life safety, and field inspection provisions, including all nonstructural provisions and those structural provisions necessary for field inspections. This volume is preassembled with Volume 1 of the 1997 Uniform Building Code of the International Conference of Building Officials (ICBO).

* Volume 2 contains provisions for structural engineering design. This volume is preassembled with Volume 2 of the 1997 Uniform Building Code of the ICBO),

*** Title 24, Part 3: California Electrical Code
(Contains electrical building standards of state adopting agencies. This Code is preassembled with the 2002 National Electrical Code of the National Fire Protection Association (NFPA)),

*** Title 24, Part 4: California Mechanical Code
(Contains mechanical standards of state adopting agencies. Standards relate to the design, construction, installation, and maintenance of:
* Heating, ventilating, cooling, and refrigeration systems;
* Incinerators;
* Other heat-producing appliances.

This Code is preassembled with the 2000 Uniform Mechanical Code of the International Association of Plumbing and Mechanical Officials ((IAPMO)),

*** Title 24, Part 5: California Plumbing Code
(Contains plumbing standards of state adopting agencies. This Code is preassembled with the 2000 Uniform Plumbing Code of the IAPMO),

*** Title 24, Part 6: California Energy Code
(Contains energy conservation standards),

*** Title 24, Part 7: California Elevator Safety Construction Code
(Contains elevator construction standards),

*** Title 24, Part 8: California Historical Building Code
(Contains alternative building standards for the renovation of qualified historical buildings or structures),

*** Title 24, Part 9: California Fire Code
(Contains fire-safety-related building standards referenced in other parts of Title 24. This Code is preassembled with the 2000 Uniform Fire Code of the Western Fire Chiefs Association),

*** Title 24, Part 10: California Code for Building Conservation
(Contains amendments to the Uniform Code for Building Conservation, Appendix Chapter 1, Seismic Strengthening Provisions for Unreinforced Masonry Bearing Wall Buildings, and references the 1997 Uniform Code for Building Conservation of the ICBO),

*** Title 24, Part 11: (Not Used),

*** Title 24, Part 12: California Reference Standards Code
(Contains minimum test standards required by the California Building Standards Code).
