Had an inspector tell me that the service entrance cable cannot emerge through the brick of a dwelling unless there is a PVC nipple protecting it from the brick.

Now he's not talking about a chase nipple and plastic bushing in the can, he said that mortar could damage the SER.

Art. 338 refers back to 334 (romex). The only thing that could relate IMO is 334.12(B)(2). But would the cable be considered to be embedded? I don't know. Any opinions? Thanks

Here it's standard operating procedure.
SEU is just stuck out of the house and the poco installs it into their meter. Brick,Block, Siding, what ever it makes no difference. All we do is pack duct seal around it to seal it

I don't see the inspectors side of this. It is not like there is movement or flexing of the cable against the brick and mortar.

I have yet to see any problems caused by this.

Imbedded means buried in the mortar. Merely penetrating through the brick is not imbedded. He seems concerned about the mortar damaging the SEU. Chip some clearance around the cable, seal with duct-seal and call for a re-inspection.
