I have seen them both ways when it comes to motor control, and prefer "red/stop, green/run" because everyone can relate to that..
As for indicator lights on things like circuit breakers and switches, I have always seen a red light or even mechanical flag indicating a "CLOSED" state, while Green lights or flags are always indicating "OPEN".

On telecom equipment the normal arrangement is:

Green -- Running normally.
Amber -- Minor fault.
Red -- Major fault.

Which has nothing to do with motors, of course.
