If the outlets can rotate continiously in one direction, that would imply that there has to be slideing contacts inside between the outlet and the wiring connections in the back or side of this device. Another point that could go bad and fail.

I didn't catch that at first, "UL compliant".

With wording like that, I doubt its UL approved.
