do they make a tester that tells you teh location of the fault? I.E. so many feet from the test area? if so how much are they?

I'm guessing that by a fault, you mean a Short circuit.
If so, yes there is test equipment for this sort of thing.
But, you'd better make sure there is a De-fib unit handy when you get told the price of them.
They are expensive and you would need to be using it a lot to have the thing pay for itself. [Linked Image]

Search on time-domain reflectometer... Expensive but irreplaceable in critical applications.
