I was speaking to my Generator service tech today. He described a transfer switch that mounts in the meter base. You/POCO removes the meter. The switch plugs into the meter socket and the meter plugs back into the switch.
I thought this was a great idea but I can't find any info on it. He could not remember the brand. He said Whitby Hydro was where he saw them but I can't find anything on their site.

This is functionally what you describe, but looks more involved than the plug-n-play type your tech indicated.

I did search of "meter socket transfer"
and "meter base transfer" on google
