Is there a minium height for ceiling fans and/or light? With most patio covers they sure are low when there installed. Here in AZ they get used a lot on patio covers.

Min. height 7' AFF is the norm as per manufactures instructions.

Not sure about the AHJ, but the fans are made for outdoor installations (damp locations). Dry here in AZ most of the time anyway.

The AHJ most likely has nothing to say about it. When was the last time you installed a ceiling fan and called in an inspector to inspect it?
The only thing I too can see is the manufacturers 7' rule.

Do they have a rule in your countries that allows less than 7' if there is a guard? We do.
