I have a client who's home can't close because the siemens g2040mb1200 panel is missing the cover plate (covers the breakers and has knock-outs). She would be happy to buy a new panel just for the cover plate but we can't find one. We might have a metal fabricator make one and paint it grey.

That might be the easiest option and not hard if this is flat but they usually are recessed around the breakers.

A good fabricator should know how to recess that if you go that route.
