518.4 B Non rated Construction only Exceptions. (Info from Building Inspector)

What you stated above is 'chapter and verse' out of the bible.

FWIW, I have not seen any jobs in places of assembly that used PVC or NM cable. The only PVC was within the floor slabs, and for the services.

The design professionals spec 'Conform to current NEC requirements' in the boilerplate verbiage, and usually you find in the general notes 'RMC, EMT, MC cabling only'
