You should get together with the other AHJs around you and come up with uniform policies so you are not making the contractors nuts. Nothing worse than having different interpretation of rules in every place you work. (OK here but a tag across the street) Occasionally that is not possible but it is a goal.
Greg: Just an FYI; the subject of requiring 'stairs' to access the POCO meter when it was BFE+2' was 'no, stairs cannot be required by the inspectors'.
It was a lot of mass confusions until the POCO and FEMA/DCA all agreed on the meter only at 5' above grade.
I'm happy that I do not have to deal with this anymore.
In some areas, probably flood zone I believe there is a height requirement. There is a program called ""Build it Back" that the City organized a year or so ago. Those inspectors inspect the Sandy damaged areas. So I don't know the exact requirements since I don't inspect them. If you needed some info I would be happy to find out for you John...
