I think gfretwell is right it is 682. But I go further & say 682.2 (2) " In land areas not subject to tidal fluctuation, the electrical datum plane is a horizontal plane 2 ft. above the highest water level for the area occurring under normal circumstances."

Going over 682, I see no reasoning to venture into this Article. IMHO, the pic does not contain anything that would standup to the 682 defs.

Using what Mike states above...where is 'the highest water level' to base the datum plane on?

That said, GFI protected receptacles at any compliant location in this area would suffice.

I'd be very curious as to how the local AHJ sees this!

I agree there is not much in 682 that addresses these tanks.

If it is not 682, it is not addressed in the code at all and they are invisible to the inspector. You only have the GFCI requirement for "outdoors"
