Hope the switchgear is not hot. I was actually on a job one time and saw the electrician tie a rope around his waist and crawled into a HOT switch gear to do maintenance. He said the rope was for " EMERGENCY USE" just in case he didn't come out I guess he thought he was tough, but I call it stupid and foolish.
NO, this faciliy was in utilit shutdown for a solar gridtie.
With the existing conditions prevnting access other than him slithering into the rear of the gear, this was the only choice.
Safety is paramount; SOP is that after inspection by AHJ, and POCO inspector, everyone is cleared out before the line crew re-energizes the line side of the service.
