Does anyone know if 13 amp plugs are available where the wire come out of the top of the plug instead of the bottom, like a lot of PSU's do

All the BS1363 13A plugs I have ever seen have the outlet at the base. You could fit the socket [receptacle] 'upside down' in the pattress box if you wanted to though!

As far as I know, BS1363 specifies that the flex/cord must enter the plug from the bottom i.e. a vertical position. That would mean flex entry from the top would not comply with the BS.
