Again, I am sorry for getting old and senile. smile Maybe this post came up before, a 3 season room with no heat, does it need to follow the 6'-12' rule? Is that 3 season room "Habitable"? What code section of NEC does it fall under? What if room only has screens on 2-3 sides? GFI and weatherproof plates required?

Sorry maybe too many questions.

If it's not closed off from the weather - no window glass- is it really habitable? Sounds like a covered patio to me.

Can we see into the future, and assert that windows WILL be added? That's your call.

If the area blocks access to the outside receptacle, they'll have to add another one.
