what was located here in this big field before this ground mount system? is this a utility owned project?

Site is utility owned, and as far as I know, the panels are utility owned.
System is considered a generation unit, as no usage is at site.
Previous life was a gas plant, now a 'brownfield converted to something useful'.
Site still has many active natural gas mains, and is classified as a 'no-dig' area.
This pic is a partial shot of the north section.

Do they routinely clean the panels, or do they rely on mother nature?

This is a new install, and it's not 'on-line' as of yet.
With the angle mount, mother nature should help.
Another job (rooftop) nearby has a 'bird' issue with gulls from an abandoned landfill, and another landfill accross the river. They have a maint guy do a hose down about every 2 weeks, and a contractor to low pressure washdown quarterly, or more often if needed.
Perhaps, this could be the start of a new cottage industry? Like 'Harrys Panel Wash'?
