One more image, note all of the Telephone pairs for the tenants are strung up the wall and along the top of the building...

Once you pull the meter base and panelboard out, that is just a 3R cabinet. I see no problem using it for phone equipment although the workmanship could be better and I am not sure they properly sealed up the meter hole.
