10 years is far too long for any regulatory document.
3 years is far too short.

Being an "out of towner" think of this, the 1976 NZ Electrical Regulations weren't updated until 1991 (and that was an amendment), but in all that time, we had quite a few new materials XLPE being one of them, introduced.
In 1977, the electrical industry here went metric, it didn't matter that the "codes" were still imperial.
Be careful what you wish for, you might just get it.

OK, maybe 10 years is a little too long, but 3 years could be a little too quick. My state has just adopted the '08 NEC back in May and they give us 6 month grace period. I haven't even seen a new house that falls totally under the '08 code yet. Plus in our state we have a "Rehab" code which applies to houses already built.
