Found one of my old textbooks in the basement. It was required at Wisconsin in 1953. It is the 9th edition of the Standard Handbook for Electrical Engineers. There is a passage under "Adequacy Standards for Structures" that I happened to see when I opened the book. It states:
"Offices and Stores-Fans"
Unless made unnecessary by provision for complete air conditioning, outlets for fans on the basis of at least two (approximately 7 ft above the floor) for each 400 sq ft or major portion thereof.
Not too much about the NEC except a few passages indicating that the authors feel it is inadequate. My, how time changes perceptives.
